Article processing charges are not submissions fees. At the Royal Society of Chemistry, we do not charge for submitting, and you only need to pay for an APC if you are publishing gold open access, and your manuscript has been accepted for publication.
Authors can also publish in Reaction Chemistry & Engineering via the traditional subscription model without needing to pay an APC.
