The BJPS does not charge to submit the article.
The Journal charges the fees after the article is approved for publication. The author(s) will be charged US$ 500,00 (five hundred dollars) per edited article, and the payment should be made before publication. The fees will cover the expenses of English polishing, reference checking, and editing the final proof.
