This publication is a hybrid journal, allowing either Traditional manuscript submission or OpenAccess (author-pays OA) manuscript submission. Upon submission, if you choose to have yourmanuscript be an open-access article, you commit to pay the OA fee if your manuscript forpublication to enable unrestricted access. The OA fee for articles submitted in 2024 is US$2495,and the OA fee for articles submitted in 205 is US$2645. Any other application charges (such asover-length page charges and/or charges for the use of color in the print format) will be billedseparately. If you would like your manuscript to be a Traditional submission, your article will beavailable to qualified subscribers and purchasers via IEEE Xplore. No OA payment is required forTraditional submission.
Mandatory Page Charges
The author(s) or their company/institution will be billed $175 (USD) per page in excess of the firsteight published pages. These charges are mandatory, and the author(s) will be held responsiblefor them. Payment of these charges is not negotiable or voluntary.
